Currently, when we receive the error message "user does not have Whatsapp", we stop sending out initiated messages.

However, sometimes the user actually does have Whatsapp. Can we overrule the automatic stopping of sending messages? (on hotel level?).

This is particularly interesting for hotels with online keys.
